Global Levies on High-Emitting Activities

International levies on high-emitting activities, such as maritime shipping and fossil fuels, can raise funds for climate finance.

Implement progressive, scalable levies on activities that contribute to climate change, through nationally adopted or coalition-based approaches, to increase funding for mitigation and adaptation while supporting convergence and coordination across jurisdictions rather than relying on a single global instrument.

Status

No Progress

The Global Solidarity Levies Taskforce (GSLT) was launched at COP28 and is co-chaired by Barbados, France, and Kenya.

The GSLT goal is to bring member countries together to identify and build political will around feasible options for climate levies, complementing other global tax initiatives such as the OECD-led two-pillar corporate tax reform effort and the call for a UN tax convention.

The GSLT advanced its work through the presentation of concrete levy options and revenue potential estimates and supported the launch of voluntary coalitions of countries interested in implementing levies on high-emitting activities.

No binding international levy was adopted at COP30, and the agenda moved from exploratory discussions toward implementation-oriented pathways at national and coalition levels.
