New NDCs

Updated Nationally Determined Contributions (NDCs) need to be ambitious and lay out a path for long-term decarbonization.

Key elements of the ‘NDC 3.0’ ambition cycle are broadly complete, after countries were asked to submit new 2035 NDCs ahead of COP30. According to WRI's Climatewatch, 134 countries (including EU member states) had submitted new NDCs by 18 February 2026. Overall, the NDCs submitted for this cycle demonstrate insufficient ambition to limit warming in line with the Paris Agreement goal and suggest more must be done to act on Global Stocktake-identified gaps and ‘rachet up’ ambition.

Countries deliver on their NDCs and demonstrate that they are on track to meet targets within Long-Term Strategies.

NDCs are detailed, specific, and can be used to inform investment plans and domestic budget processes, ensuring that domestic and international financing is aligned with ambitious national climate targets plans where possible.
